City asking residents to be water wise

With rain at an almost unprecedented low this year and no moisture in sight, the City of Plainview figured it's time to act.

Michael Gilliland, the city's director of public works, on Friday asked Plainview residents to begin a voluntary conservation program.

"Currently, because of the lack of precipitation, the water demand and the use of our local ground water is at a level not usually seen until mid-August," Gilliland said.

As a result, the city requests citizens to be smart when it comes to water use - before more extreme measures have to be taken.

Gilliland said the most important water conservation practice deals with watering lawns.

"Landscape watering is the biggest water user during the summer months," he said.

Residents are asked to water before 10 a.m. and after 6 p.m. to help prevent water loss due to evaporation during the hottest - and often windiest - times of the day.

"It can help conserve a significant amount of water," Gilliland said.

In addition, sprinklers should be repaired and adjusted so water stays on the lawn and not on sidewalks, driveways and streets.

"That will conserve water, save money and prevent nuisance water being splashed around on our city streets," Gilliland said.

Washing cars, outside windows and other outside uses should be limited and accomplished without constantly-running water, he added, and washing down concrete drives and parking lots is discouraged.

Gilliland also said fixing plumbing leaks "can save water that we don't even know is being used."

According to Gilliland, the City of Plainview already has implemented water-saving practices in several departments, such as limited watering of parks.

"There will still be some practices in place that may appear contrary to conservation, like flushing fire hydrants," he said. "In fact, flushing our water system is a mandatory practice in a state-permitted system."

Currently, the city's water supply is in good shape, Gilliland said, even though water use is higher than normal for this time of year.

"Thanks to the planning by previous city staff, citizen groups and city councils, the City of Plainview is able to continue to meet the water demands of our citizens," Gilliland said.

Plainview's main water source is the Canadian River Municipal Water Authority, which draws water from Lake Meredith and well fields in Roberts County in the Panhandle.

In April, CRMWA reached a $103 million deal with T. Boone Pickens for approximately 211,000 surface acres of water rights - an estimated 4 trillion gallons of groundwater - that will increase CRMWA's groundwater holdings by some 80 percent and, officials said, keep water flowing to CRMWA's 11 member cities for hundreds of years. That deal is expected to be finalized this summer.
